Q1: What is a Legislative Assembly?

Answer: A Legislative Assembly is a place where all MLAs whether from the ruling party or from the opposition party meet to discuss various issues.


Q2: What do you mean by Constituency?

Answer: A Constituency is a particular area from which all the adults living there choose their representatives.


Q3: Who is a Governor? Explain his role.

Answer: A Governor is who is the head of the state.
(a) He/ She is appointed by the Central Government.
(b) He ensures that the state government works within the rules and regulations of the Constitution.
(c) The Governor of the state appoints the chief minister after the elections.


Q4: Which court heads the state judiciary?

Answer: High court


Q5: What is a Coalition Government?

Answer: At times, the ruling party may not be a single party but a group of parties working together. The government formed by these parties are called a Coalition Government.


Q6: What is a council of ministers?

Answer: The Council of ministers is the team of ministers who assist the chief minister in discharging the government's duties.


Q7: Name the three categories of council of ministers at state level?

Answer
  (i) Cabinet ministers
  (ii) Ministers of State
  (iii) Deputy Ministers


Q8: Why would the decisions taken by the Chief Minister and other ministers be debated in the legislative assembly?

Answer: The decisions taken by the Chief Minister and other ministers should be debated in the legislative assembly:

(a) So, that all MLAs can express their opinions and ask questions related to issues or give suggestions about what should be done by the government.

(b) It is also discussed whether it is urgent or not. How much would it cost the government, is there anything objectionable for any particular community etc.

(c) The ministers are in charge of various departments of the government. Whatever work is done by these departments has to be approved by the members of the legislative assembly.

Answer: Five years


Q10: What is the difference between the work that MLA do in the assembly and the work done by government departments?

Answer: The work done by MLAs ( Members of Legislative Assembly)

(a) MLAs take part in different debates or discussion on various issues.

(b) They ask different questions from different ministers of the related departments and raise questions in the assembly.


The work done by government departments:

(a) The government department takes action and direct the officials to look into various issues.

(b)They try to satisfy MLAs who ask questions and assure people, that urgent steps will be taken to control the situation.

(c)The various government departments later on implement these laws.



Q11: How do some MLAs become minister?

Answer: (a) After elections the MLAs belonging to the ruling party elect their leader to become the Chief Minister.

(b) The Chief Minister then selects some MLAs from ruling party to become minister.

(c) After the elections, it is the Governor of the state who appoints the Chief Minister and other ministers.

(a) Public meeting: 
Gathering of general people in which they are made known about the current problems faced by the masses.

(b) Majority: 
A political party who’s MLAs have won more than half the number of constituencies in a state is said to be in majority.

(c) Ruling party: 
The political party with majority is often called the ruling party.

(d) Quorum:
The house can carry out its proceedings only when one-tenth of the total number of members are present. It is called quorum.
