Answer:
① When the country faces a disaster or calamity like earthquake, flood, drought, tsunami and there is a widespread failure of crops which causes famine, etc. All the sections of society have to face shortage of food. Hence, it is needed to ensure sufficient food.

② A section of people in India still sleeps without food. They have no money to secure two square meals for their family members. Deaths due to starvation have also been reported. Thus food security is needed in a country to ensure food to all people at all times.

Q1: How did Gandhi use satyagraha and non-violence at Champaran to achieve his goal?

Answer: The Champaran episode was a landmark in Gandhian style of fighting against the British rule. It was a long drawn but patient and peaceful agitation. The Champaran campaign was an attempt to free poor peasants of Champaran from injustice and exploitation at the hands of Britishers. Gandhi adopted a legal, moral and democratic path of negotiation. He appealed to the concerned authorities but they ignored his's plea.

Gandhiji gave moral courage to peasants and asked them need not fear. He made the peasants aware of their rights and gave them the confidence to fight their own battles. Rajkumar Shukla accompanied Gandhiji everywhere, even to his ashram and persuaded him to visit Champaran to resolve the peasants' grieves. This firmness and determination impressed Gandhiji and he finally agreed to visit Champaran.
